We are in favour of the acceleration and mutualisation of the funds and for it to have effective access to funding from day 1. And we are with EP in seeking simpler government rules respecting autonomy of the European law and its decision making procedures."

And then not only talk the talk but also walk the walk because a lot of the levers to make our industries more resilient are indeed at national level. The problems are clear. Some of our industries have lost competiveness, investment in research and innovation remains to low."

Now we must build on that and go beyond setting the base for an ambitious and affordable agenda for 2030. The strategic climate an energy framework which Commission tabled a few weeks ago does just that. it proposes a binding domestic greenhouse reduction target of -40% in 2030.

This is critically important . We cannot be alone in the world in this effort. We need to have the major economies also with us."
