the EP organises a special conference to mark 20 years of co-decision. The Parliament has been the people's voice at a European level since 1979 but it was only in 1993 that it was recognised as an equal partner by the other EU institutions. Introduced by the Maastricht Treaty, the co-decision procedure gave the Parliament and the Council of the European Union an equal say on a wide range of issues. Now the vast majority of European laws are adopted this way.

00:00:51 SOUNDBITE (in Italian) Giovanni PITTELLA (S&D, IT), EP Vice-president for Conciliation: " The European Union will now be celebrating the twentieth anniversary of the entry into force of the Maastricht treaty which is one the key and cornerstone in fact of the European integration" 00:00:12
00:01:03 SOUNDBITE (in Italian) Giovanni PITTELLA (S&D, IT), EP Vice-president for Conciliation:" Today with our conference we are going to look at another very important step, that arrived with the Maastricht treaty, which is the introduction of the co-decision procedure, which actually set forward the basis and foundations stones of the process of parity putting the Council and European Parliament on the same footing. This is partly a response to the criticisms in terms of the democratic deficit which had been made in the process of European integration." 00:00:29
00:01:32 SOUNDBITE (in Italian) Giovanni PITTELLA (S&D, IT), EP Vice-president for Conciliation: " The European Parliament is certainly the institution that changed the most for the past twenty years starting with some of the changes that have been seen most recently. We are now effectively a co-legislator". 00:00:15
00:01:47 SOUNDBITE (in Italian) Giovanni PITTELLA (S&D, IT), EP Vice-president for Conciliation: "The importance of the growth of the role of the Parliament has almost certainly been a stimulus to the activities of the other institutions as well. The Commission now act as a mediator during negotiation between the two co-legislators". 00:00:16
00:02:03 SOUNDBITE (in Italian) Giovanni PITTELLA (S&D, IT), EP Vice-president for Conciliation: "It has not always been clear and of course there have been a number of difficulties particularly for the Council to actually get used to the fact that the European Parliament now has its own role and importance". 00:00:17

00:02:34 SOUNDBITE (in Italian) Giovanni PITTELLA (S&D, IT), EP Vice-president for Conciliation: "During the last twenty years the role of the European Parliament, on the ground, became stronger, sharper. The co-decision established parity duties and powers between the European Parliament, representing the citizens, and the Council, representing governments. But we still need to take a step forward. In the area of economic and monetary affairs, the involvement of Parliament should be more important in order to better represent the voice of the people" 00:00:38
00:03:12 SOUNDBITE (in Italian) Giovanni PITTELLA (S&D, IT), EP Vice-president for Conciliation:" The greater the power of the Parliament, the stronger the democracy. Because the European Parliament is directly elected by the citizens and it is the only institution that is directly elected by European. Citizens can control it, the citizens can sanction, citizens can criticize, citizens can choose to vote or not to vote". 00:00:24
