State of the Union. Commission President José Manuel Barroso delivered his last State of the Union speech before next year's European elections and debate his flagship plans with Parliament following introductory statement by EP President Martin Schulz on the need from more trnasparency on the part of the EU Council and the increase of the Community method to foster more credibility among European citizens in view of next European elections.
