On 11 March, Catherine Ashton, High Representative of the Union for Foreign Affairs and Security Policy and Vice-President of the EC, held the press conference of the Foreign Affairs Council. Catherine Ashton said the Council strongly supports Lakhdar Brahimi's efforts in the negotiation dialogue between the opposition and representatives of the regime. 'The only solution is a political one and we are ready to assist in anyway possible. At the same time, we are determined to increase assistance to the Syrian population and support to the opposition', she said. According to the UN Refugee Agency (UNHCR), 1 million Syrian refugees have arrived in the neighbouring countries Jordan, Iraq, Lebanon and Turkey as well as in Egypt and North Africa. She added that the Council is expecting more engagement from Russia on the Syrian issue. The Council has gradually reinforced EU restrictive measures against the Syrian regime. On 28 February, the Council extended EU sanctions for three months and amended the EU arms embargo so as to allow for the provision of non-lethal equipment and technical assistance for the protection of civilians. In addition, the Council pursues its work of assessing and reviewing, if necessary, the EU sanctions regime against Syria
