||General atmosphere before the meeting
||Statement by Andris Piebalgs, Member of the EC in charge of Development, (in FRENCH) that at this meeting, they are going to ask the Malian [sic] to establish the country’s latest macroeconomic situation and the development requirements; the EU wants to send a European message of solidarity, and the presence of a large number of European ministers is testimony to this; he would also like to deliver a message of responsibility vis-à-vis Bamako and the European taxpayer; the success of this outstanding commitment to Mali would be dictated by the fulfilment of a certain number of objectives that Malians set themselves, particularly in the roadmap adopted the previous month; today, they are going to discuss the broad lines of the support package they have just launched and which is primarily based on the support of this roadmap; the EU has invested heavily in aid and development effectiveness to prevent partner countries from paying the price for poor coordination between donors in particular; that is why Mali was identified as a pilot country for the joint programming initiative before the current crisis.
