||SOUNDBITE by Simon Coveney, Irish Minister for Agriculture, Marine and Food (In English) saying that: The common fisheries policy hasn't worked in the past and one of the really unfortunate and totally unnacceptable by-products of CFP in the past has been the issue of discards. In many fisheries is far higher that 23%. That has to end, it is going to end. Today I hope will be the day that the European Council decides on how and when and under what conditions we end the discarding of fish and I'm confident we will do that. Of course there are divergent views coming from different countries and it's the job of the Presidency working with the Commission to work forward and we will do that. i'm very confident that today will be a major step forward and a fundamental change in the way we fish in the EU. And I think that will be a very positive thing when it happens.
