On 22 February 2013, Viviane Reding, Vice-President of the EC in charge of Justice, Fundamental Rights and Citizenship was in Coimbra (Portugal) to held a debate with over 400 citizens about their expectations for the future of the European Union. The debate fed into the upcoming Citizenship Report 2013 and accompanied the work on the Commission's proposals for treaty change to shape a stronger European Union for the future.
