The Council held a public policy debate on a draft directive on indirect land-use change amending the fuel quality and renewable energy directives, which aims to promote a transition to biofuels that deliver greenhouse gas savings. 'This debate was really constructive', the speakers underlined. The Council also held a policy debate on the Commission communication on "Making the internal energy market work". In addition, ministers held an exchange of views on the European Semester 2013, in the light of the annual growth survey. Furthermore, the Council was informed that a solution was found for the regulation on the safety of offshore oil and gas activities.

00:00:12 SOUNDBITE (German) Günther H Oettinger, Member of the EC in charge of Energy: Yesterday, in the third triloge, it was possible to find a solution on the security of offshore drilling platforms in EU. And I really believe this is a major step towards a Europeanization of energy. 00:00:23

00:00:41 SOUNDBITE (English) Pat Rabbitte, Irish Minister for Communications, Energy and natural Resources and President-in-office of the Council: As regards as the field today: indirect land-use change. It was an open debate and we had a useful political exchange of views. It is not a secret that there is no tremendous consensus of all colleagues on this issue. But today it was an opportunity in a very constructive way to outline the political response of the Member States and that was very helpful. 00:00:42

00:01:29 SOUNDBITE (German) Günther H Oettinger Secondly, we held a debate on our proposal on biofuels, where we have tried to improve the sustainability for biodiesel and bio petrol. We discussed that. And my colleague, and Commissioner Heedegaard and I have been trying to see how we can look at so-called 'indirect land-use change'. We had a general debate; we will take account of this. Now we are moving to the Environment Council where this will debated. But I am quite optimistic that we will eventually adjust the renewable and the fuel quality directive. 00:00:56
