AGRI MEPs discussed today the draft opinion redacted by Marc TARABELLA (S&D, BE) for the Committee on Employment and Social Affairs on the Proposal for a Regulation of the EP and of the Council of the Fund for European Aid to the Most Deprived. This Fund has been proposed to replace the Food Distribution programme for the Most Deprived People (MDP) which some Member States had called into question. This new Fund, which should operate in accordance with the rules governing the Structural Funds, aims to deal with food deprivation, homelessness and the material deprivation of children. It should finance the purchase of food products and basic consumer goods for personal use in addition to accompanying measures for social inclusion. However, with this Fund, the Commission is reducing aid by EUR 1 billion, fact that the reporter considers particularly shocking, having into account these times when the situation of the most deprived people is worsening. In 2010, nearly one quarter of Europeans, 116 milions, were at risk of poverty or social exclusion. Overall, children are at greater risk of poverty or social exclusion than the rest of the population.

00:01:58 SOUNDBITE (French) Marc TARABELLA, rapporteur (S&D, BE): "The main point is to give the message that it is necessary to re-establish the initial aid amount of 3,5 billion for the next seven coming years because the food needs are growing and the found was foreseen to be diminished by the Commission, so it is a clear message. Secondly, we have to give priority to the food aid, the found opens the possibility to all the products, I think that the member states have the possibility to choose their priorities. It is important they do so! The food aid is important, so by the vote here today we confirm the importance of the food aid role. Besides, I would say there is another message coming out of this vote: it is the fact that the Commission procedure will be drastically simplified. Of course, we can not take the risk of jeopardising the found but it is true we have not to forget that there are a lot of charity associations and food aid banks, the 'Resto du Coeur', the Red Cross, and other volunteers that are using this found. This must be useable and the message from the EP Agriculture Committee is that we do not have to complicate things because we are talking about the volunteer sector". 00:01:07

This has been voted here today, so if the budget is supposed to be reduced, the agricultural stock will be added, and that is a clear message from the EP Agricultural Committee.
