António Vitorino, EU Mediator in the dialogue on private copying levies, presented his recommendations on private copying and reprography levies to Michel Barnier, Member of the EC in charge of Internal Market and Services, received, on 31 January 2013 in Brussels. They then held a joint press briefing. António Vitorino recommends two main streams of action. First, he recommends fostering increased reliance on licences and contractual arrangements as the best way to ensure that right holders are properly remunerated for their creative efforts and investments. In addition, he recommends measures aimed at reconciling disparate national levy systems within the Single Market.
