The Informal Meeting of Ministers and State Secretaries for European Affairs takes place once during the Presidency. The topic of the meeting will be Strengthening Democratic Legitimacy and Accountability, reflecting the fourth strand of President Van Rompuy’s report on Economic and Monetary Union. Discussion of this issue takes on a particular importance in the context of the steps which the European Union is taking towards closer integration. The Ministers will also hear the views of representatives of the European Parliament, the Oireachtas (Ireland's national parliament) and of the Northern Ireland Executive, as well as of the candidate countries. The designation of 2013 as the European Year of Citizens provides an opportunity to engage in a wider public debate about the rights enjoyed by citizens of the European Union, and about the future direction of the Union.
