The Environment Council held a policy debate concerning the proposal for a decision on a general Union Environment Action Programme (EAP) to 2020 "Living well, within the limits of our planet". The Council was also due to adopt conclusions on "A Blueprint to Safeguard Europe's Water Resources". Lastly, ministers held an exchange of views on "greening the European Semester", in the framework of the 2013 Annual Growth Survey.

||SOUNDBITE by Sofoclis Aletraris, Cyprus Minister of Agriculture, Natural Resources and Environment and president in office of the council (In Greek) saying that: The conclusions underlines the need of better implementation of existing legislation relating to water and also better integration of the objectives of water policy into other sectors of policy; for example the CAP or the Cohesion Policy. The conclusions also call on the EC and the member states to ensure that all the activities that have an influence on water are sustainable. This is a way to ensure that high quality water is available. This development will also have a positive knock-on effect on loss of biodiversity and degradation of ecosystems.

||SOUNDBITE by Janez Potočnik, Member of the EC in charge of Environment (In English) saying that: I think that more and more we are now understanding how important for the environmental ministers actually the process inside the semester is. What we are actually trying to achieve is a kind of coherent approach in economic governance because we talk in the semester process about strengthening economic governance of the 3 elements which we consider equal. Sustainable development consists of economic, social and environmental story and we do believe that this environmental pillar would need to be strengthened also in that semester process.
||SOUNDBITE by Janez Potočnik (In English) saying that: Practically everybody agreed that the document is good, it's the right way to go and everybody is ready to engage; I sincerely hope that this engagement will be kept also in the European Parliament so that we will be under the guidance of the Irish Presidency able to reach as soon as possible the conclusions about the 7th environmental action program.

||SOUNDBITE by Connie Hedegaard, Member of the EC in charge of Climate Action (In English) saying that: We are fighting very much to take care that in the annual growth survey that is reflected that Europe does not only have one crisis. We do have 3 crises: We have an economic and fiscal crisis, we have a social and job crisis and we still have a climate, resource and environment crisis and the sooner more people in Europe realize this, the better we will exist the crisis.
||SOUNDBITE by Connie Hedegaard (In English) saying that: We had this lunch debate taking stock after Doha. Of course it is early days; I think we will still have to digest what has happened and what can come next. The Commission will send out a green paper this spring with different questions and reflections and try to take the debate on the international climate negotiations forward. But it is clear that in Doha we managed to pass the bridge between the old system and the new system and all of our energy will now on how to create the new system from 2015 and onwards.
