On 12 December 2012, Günther Oettinger, Member of the EC in charge of Energy, Neoklis Sylikiotis, Cypriot Minister for Trade, Industry and Tourism, and Alexander Novak, Russian Minister for Energy, participated in the 7th Meeting of the EU-Russia Permanent Partnership Council on Energy in Nicosia. In the context of the Partnership and Cooperation Agreement between EU and Russia, leaders from both sides met in Paris on 30 October 2000 for the sixth EU-Russia summit, during which they established the EU-Russia Energy Dialogue. The aim was to strengthen energy relations through an open and frank discussion and cooperation on key energy issues of mutual interest. Since then, the Energy Dialogue has provided an effective framework for a better understanding of the priorities and concerns of the two parties. Key energy issues include inter alia energy security, strategies and balances, infrastructure and technologies, investments, commercial relations, energy efficiency and environment. The Permanent Partnership Council was established following the 2003 EU-Russia Summit and it aims at providing political steering to the dialogue.
