On 12 December 2012, Günther Oettinger, Member of the EC in charge of Energy, Neoklis Sylikiotis, Cypriot Minister for Trade, Industry and Tourism, and Alexander Novak, Russian Minister for Energy, participated in the 7th Meeting of the EU-Russia Permanent Partnership Council on Energy in Nicosia.
In the context of the Partnership and Cooperation Agreement between EU and Russia, leaders from both sides met in Paris on 30 October 2000 for the sixth EU-Russia summit, during which they established the EU-Russia Energy Dialogue. The aim was to strengthen energy relations through an open and frank discussion and cooperation on key energy issues of mutual interest.
Since then, the Energy Dialogue has provided an effective framework for a better understanding of the priorities and concerns of the two parties. Key energy issues include inter alia energy security, strategies and balances, infrastructure and technologies, investments, commercial relations, energy efficiency and environment.
The Permanent Partnership Council was established following the 2003 EU-Russia Summit and it aims at providing political steering to the dialogue.

This energy dialogue with Russia which is improving ever since the year 2000 is a good opportunity for both sides to deal with energy matters both on short term and long term, going up to the year 2015.

The EU is very firm in continuing to develop the internal market for electricity and gas and to complete it by 2015 so this is not only a challenge for the EU and its Member States but it also is a challenge for the Russian Federation and their suppliers for primary energy; so they are talking mainly about Gasprom here.
||Soundbite by Alexander Novak, Russian Minister for Energy, (in RUSSIAN) saying that they have discussed topical tasks they need to resolve in order to ensure the gradual development of their cooperation in the area of energy. They have noted a number of arrangements to improve the structure of energy dialogue between Russia and the EU. They noted the successful work of the advisory council Russia-EU on gas that was established in 2011 to assess the development of the gas market.
