Meeting today in Brussels, the European Ministers in charge of Employment and Social Policy discussed improvement of the 1996 directive on posting of workers for service provision.
Progress was made although Member States remained divided today over two key measures; the first, on national administrative requirements and control measures (Article 9), and the second on joint and several liability of subcontractors for compliance with minimum wages (Article 12) in the construction sector.
Talking to journalists afterwards, László Andor, Member of the EC in charge of Employment, Social Affairs and Inclusion, said he urged the Member States to find a rapid agreement on the proposal to maintain the European Globalisation Adjustment Fund during the 2014-2020 period. The Fund has demonstrated its added value in terms of targeting support to help workers hit by large-scale redundancies to find new jobs, he added.

||SOUNDBITE (Greek) by Sotiroula Charalambous, Cypriot Minister of Labour and Social Insurance, on the posting of workers, saying that the Cyprus presidency worked on the principle that the directive should give sufficient and effective protection to posted workers, protection that is particularly necessary today. At the same time, the directive should help complete the Single Market and allow businesses to be active throughout the European Union. Saying that she hopes an agreement will be reached next year if Member States show a certain degree of flexibility and willingness to find common ground.

Saying that he urged Member States to be constructive in finding a compromise. With an increasing number of posted workers, an agreement on this important proposal becomes pressing. Saying that he urged Member States to agree under the Irish presidency of the Council to pave the way for an agreement with the European Parliament as soon as possible.
