On 7 December 2012, László Andor, Member of the EC in charge of Employment, Social Affairs and Inclusion, gave an introductory speech to the debate with EU Ministers for Social Affairs at the Second Annual Convention of the Platform against Poverty and Social Exclusion, in Brussels. At the end of the debate, they also held a questions/answers session. The European Platform against poverty and social exclusion sets out actions to reach the EU target of reducing poverty and social exclusion by at least 20 million by 2020. Launched in 2010, the platform is part of the Europe 2020 strategy for smart, sustainable and inclusive growth.

It gives me a pleasure to welcome everyone in this ministerial session of the European platform against poverty and social exclusion. Today, I look forward to hearing your views and contributions on more effective social policy. Reaching consensus on that, taking each Member States' situation into account is the best way to ensure that our efforts are effective. The Europe 2020 Strategy sets out a comprehensive approach to achieving growth that is smart, sustainable and inclusive. The strategy recognises the interdependence of economic and budgetary matters and employment and social policies and it involves the most ambitious and far reaching EU initiative to date for combating poverty and promoting social inclusion across the Union through the settings of a quantitative target. Despite the current challenges, our determination to reduce the number of people at risk of poverty or social exclusion by at least 20 million by the year 2020 is not been dented. But even with the best intentions we would not meet our target unless we take more decisive actions and make the right policy choices. There is an increasing diversity among the Member States and the economic and social situation in a number of them has got dramatically worse. So we need to bear this in mind then seeking to strike the right balance between fiscal consolidation and growth, between structural reform and solidarity. This means tackling the increasing poverty, growing social exclusion, widening inequalities across Europe and taking a long term view to prevent the loss of our precious human capital. Today's session seeks to engage with you, the political actors and policy makers within the Member States and discuss the best approach to reforming Europe social policy so I very much look forward to hearing your insight and ideas.
