On 5 December 2012, László Andor, Member of the EC in charge of Employment, Social Affairs and Inclusion, presented during a press conference a communication on a Youth Employment Package with concrete proposals and measures aimed at combating youth unemployment. The Communication included a proposal for a Council Recommendation on Youth Guarantees, building on best practice from Member States such as Austria and Finland. The concept of Youth Guarantees is that every young person should receive a quality offer of employment or training or further education within four months of leaving school or becoming unemployed. The proposal includes guidelines to ensure the successful and rapid implementation of Youth Guarantees schemes, making full use of EU funding and in particular the European Social Fund. Last, the Communication launches a second phase consultation of social partners for the elaboration of a Quality Framework on Traineeships. The Communication also provides an update on the most recent trends on youth unemployment, give an overview of the related issues addressed in the first two European Semesters, presents targeted initiatives in the area of apprenticeships and mobility and cover the role of the EU funds in fighting youth unemployment.

10:00:05 Arrival of László Andor, Member of the EC in charge of Employment, Social Affairs and Inclusion 00:00:05
10:00:10 Soundbite by László Andor (in ENGLISH): Firstly, we urge Member States to implement the Youth Guarantee by establishing a scheme to ensure that all young people up to the age of 25 receive either a quality job offer, continued education, an apprenticeship or a traineeship within four months of leaving formal education or becoming unemployed. 00:00:22
10:00:33 General view of the press conference 00:00:03
10:00:36 Soundbite by László Andor (in ENGLISH): The second initiative in the package is on traineeships. Traineeships need to be of good quality in terms of learning content and with adequate working conditions. In order to achieve this, the Commission has launched a consultation of social partners and we hope that the social partners will enter into negotiations. If not, the Commission will reflect on making a related proposal in summer 2013. 00:00:28
10:01:04 General view of the press conference 00:00:03
10:01:08 Soundbite by László Andor (in ENGLISH): The third initiative is on company-based apprenticeship schemes which enable young people to gain work experience and acquire theoretical knowledge at the same time. This is why we wish to improve the quality and the supply of apprenticeships in the EU by a "European Alliance for Apprenticeships" in 2013. 00:00:26
10:01:34 General view of the press conference 00:00:03
10:01:38 Soundbite by László Andor (in ENGLISH): To conclude, given the massive youth employment crisis, we have to invest in Europe's young people now. We cannot afford to leave young people on the scrapheap – instead we have to give them the skills and experience they need to help them to get a job. These 4 initiatives are not simply about alleviating a short term pain but about introducing structural improvements in order to emerge from the crisis with a better functioning European labour market, improve school to work transitions, more and better economic opportunities for our youth as well as more social fairness. 00:00:39
