On 23 November, José Manuel Barroso, President of the EC, and Herman Rompuy, President of the European Council held the final press conference following the special meeting of the European Council. They announced that no agreement was reach between the leaders on the Multiannual Financial Framework for the period 2014-2020. The EU Commission and the Council will continue to work and pursue consultations to find a consensus among the 27 Member States. They said an agreement on the budget is expected in beginning of next year. José Manuel Barroso underlined how complex the discussions are, 'this touch upon vital interest of our Union, of the Member States, of the citizens'. He added that: 'we need the spirit of cohesion to be translated in an appropriate amount, namely for the most vulnerable countries and regions of EU'.
