On 20 November, Andreas Mavroyiannis, Cypriot Minister for European Affairs and President-in-office of the Council and Maroš Šefcovic, EC Vice-President in charge of Interinstitutional Relations and Administration, held the press conference of the General Affairs Council.
The Council discussed the draft of the EU's multiannual financial framework (MFF) for 2014-2020 submitted by Herman Van Rompuy, President of the Council. The text should be approved at the coming European Council meeting on 22-23 November. Andreas Mavroyiannis added that all the Member States showed a strong willingness to reach an agreement by the end of the week.
Maroš Šefcovic underlined he regrets the cuts which are quite deep in the draft proposal and said: 'I think to seek an agreement we need to rebalance these cuts'.

The text develops further the work carried out by the rotated presidencies and set in some places different aspects, priorities, something which is of course, normal at this stage.

||SOUNDBITE (in English) Maroš Šefcovic, EC Vice-President in charge of Interinstitutional Relations and Administration: Of course, when presenting the draft Council's conclusion which has been presented by the President of the EU Council, what we found positive was that it very much reflect the logic and the reform approach to the EU budget which was presented by the Commission in its initial proposal. Of course, we regretted the cuts which are quite deep and I think to seek an agreement we need to rebalance these cuts and look for a solution which should be closer to the Commission's proposal.
