00:02:13 SOUNDBITE by Commissioner Vassiliou (English): as part of the initiative that we have also undertaken in the wake of our modernization agenda, the global and multidimensional ranking will be designed to help policy makers to make informed choices when reforming their higher education systems. Our ranking will provide an alternative to the existing ones, which tend to give a predominant role to the best research centers and sometimes fail to reflect the importance of the quality teaching or other aspects of their normal mission of Universities. We intend to create a tool that goes beyond these limitations and where the users can define what is important for them. 00:00:54

00:03:17 SOUNDBITE by Commissioner Vassiliou (English): our higher education system need to be in a position to respond with new study programs, better use of new technologies, and more flexible studying projects. All this calls for changes in higher education in particular to improve quality and relevance of education programs to meet the demand for people with high end skills and to increase the employability of graduates. These are the objectives at the core of the EU agenda for the modernization of higher education adopted in 2011 00:00:44
