On 13 November 2012, Catherine Ashton, High Representative of the Union for Foreign Affairs and Security Policy and Vice-President of the EC, inaugurated with Nabil Elaraby, Secretary General of the League of Arab States, a partly EU-funded Crisis Room in the League of Arab States' (LAS) headquarters in Cairo. The project, which is already operational, aims to create capacity within the LAS to perform effective crisis-related early warning. It also establishes links with the EU's early warning system.

||Soundbite by Catherine Ashton (in ENGLSIH): Our aim into this was to bring Agostino Miozzo who is a brilliant person in every possible way; when it comes to dealing with how you handle crisis situations and how you prepare for the unexpected. What we see today is the living example of the kind of collaboration that I want to see more of, as we develop and deeper our relationship with the League of Arab States. There is much we have to do with each other and much we have to learn from each other, but I hope that this crisis room and the knowledge and expertise that will be gathered here will be valuable for all the citizens of this Region, as indeed the room that we have in Brussels is to our citizens. And I pay tribute to everyone, Dina and everybody else who has worked so hard to bring this into reality.

These changes really give new opportunities but they also present great challenges which we need to work and face together.
