On 15 November 2012, Günther Oettinger, Member of the EC in charge of Energy, held a press conference on the internal energy market Communication "Making the internal energy market work". With this Communication on how to make the internal energy market work, the Commission calls on Member States to step up their efforts to transpose and implement the existing EU internal energy market rules. The Commission will work with Member States to empower consumers and to reduce State interventions which distort markets. While progress has already been made in terms of offering more choice for consumers, keeping wholesale energy prices in check and securing sufficient supplies at all times, more needs to be done to exploit the full potential of a truly integrated European market. To complete the EU internal energy market by 2014 the Commission foresees several actions. They include: implementing internal market law and enforcing competition rules; empowering consumers and ensuring flexible market design. In addition, the Commission will propose guidelines on support schemes for renewables that will enhance the effectiveness of the internal market.

10:00:52 SOUNDBITE by Günther Oettinger (in GERMAN) saying that some Member States have transposed the rules in a satisfactory way and other Member States are opened to criticism because there are deficiencies with the transposition; not all the relevant rules have been properly transposed into their legislation; some Member States have transposed the rules but they haven't put things into practise properly. 00:00:40

10:01:36 SOUNDBITE by Günther Oettinger (in ENGLISH) on regulating the prices: saying that 18 Member States still regulate energy prices, particularly electricity; so when it comes to decide on prices, it is about markets costs, not about supply and demand; the State introduces rules and sets the process itself per kilowatt; this is not the EC's understanding of what a single market should be about; the State doesn't set prices for all kinds of products, so in the next few years, they will be looking at a reduction of regulated prices and eventually the abolition of regulated prices. 00:01:31
