On 13 November 2012 the Conciliation Commitee was not able to reach an agreement on the budget 2013. A decision should be taken before the end of the year.
The discussions of the Conciliation Committee also included
· letter of amendment no 1 to the draft budget for 2013 which reduces the amount required
under heading 2 (preservation and management of natural resources) by EUR 25.1 million
in commitments and payments, in line with a new Commission estimate notably of the
· draft amending budget no 5 for 2012 aimed at mobilising the EU solidarity fund for an
amount of EUR 670.19 million in commitments and payments in favour of Italy after a series
of earthquakes in May this year;
· draft amending budget no 6 for 2012 aimed at increasing this year's budget by EUR 9.0
billion in payments in order to close the gap between the amount agreed last year and the
· the so-called global transfer which is designed to meet EUR 419.7 million of the shortfall in
payments in the 2012 budget by transfers within the relevant budget chapters.

Mavroyiannis, Deputy Prime Minister for European Affairs: This evening the Council had to take note of the impossibility to reach an agreement in the framework of the conciliation committee with the European parliament on the 2013 budget and oteher related items. During the conciliation period, which and by the way expired at midnight this evening the Cyprus presidency deployed major efforts to reconciliation of positions and in particular during the last days member States showed significant openness on some key items. I wish to stress that the Presidency has entered negotiations for the annual budget with the greatest sense of responsibility and has undertaken every effort to achieve concrete results.

From the Presidency's view positions form budget 2013 we are not that far apart and there are good chances of reconciliation of these positions. We regret that this opportunity has been missed due to the lack of flexibility of the European Parliament.

Mavroyiannis: Today the Council approved draft amending budget number 5 for 2012 as proposed by the Commission providing financial assistant for an amount of 670 million Euros to Italy that was hit by a serious earthquakes early this year. This decision is a concrete manifestation of the solidarity of the council with Italy; it reflects the Council commitment to keep its promises and shows it is good wheel to work with the European parliament.

Mavroyiannis: These last weeks there was a lot of talks about Erasmus etc, and now we find ourselves on this situation where we risk not to have the money to fund the continuation of Erasmus and other programmes, it is deeply regrettable, we are going to see if there is another way, we are going to talk in the coming days with the Commission whether we can accelerate things, whether we can prioritize payment in order to make sure that young people and people in need do not suffer the consequences of our internal difficulties.
