The Council aimed to reach a general approach on a recast of the 1993 regulation on the allocation of landing and take-off slots at EU airports with capacity problems. The Council was also due to agree a general approach on two draft directives laying down the responsibilities of flag states, on the one hand, and port states, on the other, as regards the enforcement of the Maritime Labour Convention adopted in 2006 by the International Labour Organisation (ILO). Moreover, the Council authorised the signing and provisional application of an agreement with the European Organisation for Safety of Air aviation (Eurocontrol) establishing a new and stable framework for enhanced cooperation.

||SOUNDBITE (in Greek) by Efthymios Flourentzos: At today transport council we looked at very important subjects. We looked at aviation shipping and land transports. First of all shipping, we approved a general approach to a draft directive dealing with the part of the port state and the flag state. This proposal represents a package of measures which have to be implemented in the Union Legislation. Shipping cannot exist without see fares and is very important for the future of shipping.
||SOUNDBITE (in English) by Siim Kallas, Vice President in charge of in charge of Transport: I consider that we proposed a modest proposal for better use of airports which are congested. So Member States introduces so many different amendments and elements and is very difficult even today to asset all this issue in its entirety and so far, we have reserved our right to oppose to it.
||SOUNDBITE (in English) by Siim Kallas: We take it very serious; this kind of incidents which creates some kind of feeling of insecurity in citizens and passengers has to be taken very seriously. We take all the examples very carefully. All the studies so far and also this investigation doesn’t show that there is a real link between this kind of smell and real danger but of course if something is necessary to be done we definitely will do.
