Concerning fisheries issues, within the framework of the CFP reform package, the Council is expected to adopt a partial general approach (public debate) on a proposal for the European maritime and fisheries fund (EMFF). In addition the ministers will try to reach a political agreement on fishing opportunities for 2013 for certain fish stocks in the Baltic Sea. Then they will have an exchange of views on EU-Norway annual consultations and the ICCAT annual meeting.
As regards agriculture, two public debates will take place in the Council on the proposals for regulations on direct payments, the common organisation of the markets in agricultural products (single CMO)and financing the common agricultural policy (horizontal regulation) and within the framework of the common agricultural policy (CAP) reform.
In addition the ministers will be briefed on an amendment to the horizontal regulation. The Council could also adopt conclusions on the follow up to the adoption of maximum residual levels (MRLs) on ractopamine by the Codex
Alimentarius.
Finally, the Council will be briefed on the 32nd conference of directors of EU Paying Agencies.

In the morning we will try to reach a political agreement on fishing opportunities in the Baltic Sea and further more we'll try a partial general approach regarding the European maritime and fishery fund (EMFF) and the afternoon we'll discuss the reform of the Common Agriculture Policy, more particular the direct payments, we'll discuss internal conversions in the young farmers skills. We will have a very long day and night I'm afraid looking forward to hear my colleagues views and their suggestions. I'm sure we'll have a very fruitful meeting.
