00:00:21 SOUNDBITE by Herman Van Rompuy (In English) saying that: I debriefed the European Council on the recent summit with China held in September, a very positive one. As you know this key partner is undergoing one in a decade leadership change. We exchanged views on how to engage constructively with the new leadership in a long term perspective. It is Europe's core interest that china succeeds; we will come back to this issue early next spring to best prepare the next summit which should take place in China in Autumn 2013. 00:00:39

00:01:04 SOUNDBITE by Herman Van Rompuy (In English) saying that: In Syria, unprecedented use of force against civilians by the regime is exacerbating further the violence and stability of the region and we reaffirmed the Union's position on political, humanitarian and regional action. We also endorsed the additional sanctions against the Syrian regime adopted early this week by the foreign ministers. 00:00:24

00:01:32 SOUNDBITE by Herman Van Rompuy (In English) saying that: We also talked about Iran. Europe is leading the effort of the international community towards a diplomatic solution; actually Catherine Ashton is leading the negotiations on behalf of the E3+3. Our approach remains to keep pressing the regime to engage constructively; here as well we endorsed the latest set of EU sanctions against the regime. 00:00:24

00:02:01 SOUNDBITE by Herman Van Rompuy (In English) saying that: Today we also discussed developments in Mali. This was the first situation as a security, humanitarian and regional impact on the Sahel; it could also become a threat to our own security. The Union is contributing to the international efforts led by the United Nations to stabilize the situation. 00:00:23

00:02:29 SOUNDBITE by José Manuel Barroso (In English) saying that: We also have a clearer long-term vision for the economic and monetary union. There was a very dense and interesting discussion among heads of state and government on this project. As I said before the Commission will put more flesh on the bones of these ideas in our blueprint on economic and monetary union in the coming weeks. This will feed into the work that President Van Rompuy, in close cooperation with myself and the presidents of the European Central Bank and Eurogroup, are doing, allowing us to set out a clear roadmap at the December European Council. 00:00:34

00:03:08 SOUNDBITE by José Manuel Barroso (In English) saying that: I' am painfully aware of the difficult situation in which many European citizens find themselves, and this is precisely the reason why we have asked heads of state and government today to immediately implement the Compact for Growth and Jobs. This is also a question of fairness. We are asking our citizens to make major sacrifices. We need to provide them with hope, with a realistic prospect that growth will return and that the most vulnerable in society will not suffer. 00:00:28

00:03:42 SOUNDBITE by José Manuel Barroso (In English) saying that: The financial sector must also make a fair contribution to the recovery. Next week the Commission will take the first step towards launching enhanced cooperation on a financial transactions tax. We will present an action plan on tax fraud and tax evasion before the end of the year. 00:00:17
