||SOUNDBITE (French) Alain LAMASSOURE (EPP, FR), Chairman of the Committee on Budgets: "This afternoon the EP Committee on Budgets has given its political agreement to the project of the budgetary package which includes the amended budget 2012 and the 2013 budget. This package contains a very important element for the Parliament, a joint institutional declaration from all three institutions aiming to guarantee the committed payments in 2012 and 2013, in a more satisfying manner than it has been done in 2012. This green light given by the Budgets Committee is a political vote; it allows the procedure to be continued at the Council level in view of seeking the approval of the budget before the end of the year. The final vote will take place next Monday in Strasbourg at the Budgets Committee and in Plenary on Wednesday 12 next week in Strasbourg".
||SOUNDBITE (French) Alain LAMASSOURE (EPP, FR), Chairman of the Committee on Budgets: "Some political groups, even after a positive vote today, have made clear a condition for its full support next week; this condition consists on having more precise guarantees for the financing of the 2.9 billion euro of un-paid bills for 2012. This financing should not be taken from the 2013 credit payments. These guarantees must given by the higher instances of the main institutions before the EP will proceed to its final vote".
||SOUNDBITE (Italian) Giovanni LA VIA (EPP, IT), rapporteur 2013: "We have avoided the risk of failure and overall, this agreement means that the European programmes will be able to develop without any obstacle or delay at the beginning of next year. But there is still the risk, as my colleague Lamassoure just said, that a lack of payments could happen at some point during next year. And this is why the EP Committed on Budgets is requesting important precisions, in the way of a signed joint declaration, being part of our agreement".
