00:00:10 SOUNDBITE (English) by Andreas Mavroyiannis, EU Council presidency,"The main issue for discussion concerns the completion of the EMU." 00:00:06
00:00:16 SOUNDBITE (English) by Andreas Mavroyiannis, EU Council presidency," The first priority is the completion, strengthening and implementation of the new enhanced economic governance as well as the adoption of the single supervisory mechanism and of the new rules on recovery and resolution and depoisit guarantees." 00:00:20
00:00:36 SOUNDBITE (English) by José Manuel BARROSO, European Commission president," rapid political agreement on the single supervisory mechanism and its endorsement at this European Council is crucially important. The SSM is the single most important step for the further deepening and completion of the EMU." 00:00:19
00:00:55 SOUNDBITE (English) by José Manuel BARROSO, European Commission president,"We must make sure that discipline and responsibility go hand in hand with solidarity and convergence . We need both. It is not a question of choosing between solidarity and responsibility. Both are needed for a genuine EMU.3 00:00:18
00:01:13 SOUNDBITE (English) by José Manuel BARROSO, European Commission president," The European budget is an essential instrument for investment and across Europe we can not talk for the need for growth without recognising the critical need for targeted investment. The EU budget is at European level the most important instrument for this targeted investment." 00:00:21
00:01:34 SOUNDBITE (English) by José Manuel BARROSO, European Commission president," Nobel Peace Prize is inspiration and encouragement to work even harder for our European project. The prize in not only a great distinvtion for the EU, even more than this, it should strngthen the everyday courage, "Le courage de chaque jour" , which we need through these challenging times and to preserve the future of this unically historical project called EUropean Union". 00:00:26
00:02:00 SOUNDBITE ( French) by Joseph DAUL,( EPP, FR), "my group supports the 2 pack because we are convinced that coordination and budgetary supervision need to be reinforced and implemented. We can not delay EMU reinforcement" 00:00:15
00:02:15 SOUNDBITE ( French) by Joseph DAUL,( EPP, FR),"We also defend a European budget that will meet the challenges awaiting us to exit from the crisis , we need growth and to have growth we need investment." 00:00:10
00:02:25 SOUNDBITE (German) by Hannes SWOBODA (S&D, AT)," If you look at Mrs Beres' report that was adopted by a large majority here at the EP, you talk about the Youth guaranty, that true and I am much in favor of that, but at the same time we have arrived at a point where too many feel that too much money is already gone in the European Social Fund and that we could afford to cut back on this funding. We soical democrats feel that we need not to have less money for the European Social fund but more money for the ESF to resolve the problems that we face and as regards the EMU." 00:00:34
00:02:59 SOUNDBITE (English) by Guy VERHOFSTADT, (ALDE, BE)," My request to the EU Council President: Is that the type of conclusions? better not to have a Summit than this type of Summit, because finally it will create more problems in the markets than resolve it; because you are clearly not delivering what you have promised 6 months ago. and my second request is to the Commission that has done a lot of work in the blue print, everytime saying , it is within the Treaty , and the Treaty does not allow this , the Treaty does not allow that, and we have to come back after 2014, may be it is a good proposal to have fast European elections, because the real reason why we can't move on, like in the redemtion Fund, or fiscal capacity for the Eurozone, or for example treasury bills, we all know it , it is not the Treaty Mr Barroso, the real reason is political , because there are elections, in Germany and before September, we can not decide on topics that are so important , that is the real reason." 00:01:11
00:04:10 SOUNDBITE (German) Rebecca HARMS, (EFA/GREENS, DE)," President Schulz, the EP must play this role, I don't know what they mean when they say we should stage a putch , I think they must mean that we go ahead with changes of the Treaties. We need to go ahead with more integration, invite them to the EP in January, invite Schmidt and Delors and plan this putch together with them ." 00:00:31
