A 15 MEPs delegation, led by Environment committee chairman Matthias GROOTE (S&D, DE) is attending the 18th Conference of Parties to the UN Framework Convention on Climate Change (UNFCCC) and the Kyoto Protocol in Doha, Qatar, from Monday on. For the European Union, the Doha conference needs to build on the package of decisions agreed last year in Durban and take international climate action another step forward. As talks entered their second and final week, European Parliament delegation leader Matthias Groote (S&D, DE) said the question of climate financing will be the key to an agreement at the COP18 Climate change conference in Doha, Qatar, and urged EU Member states to move forward on it – citing the United Kingdom’s role in negotiations as a possible reference for other EU countries. The delegation includes: Matthias GROOTE (S&D, DE) Chairman, Karl-Heinz FLORENZ (EPP, DE) Vice chair; Kriton ARSENIS (S&D, EL);; Elisabetta GARDINI (EPP, IT); Nicholas GRIFFIN (NI, UK); Satu HASSI (Greens/EFA, FI); Jolanta Emilia (EPP, HIBNER PL); Romana JORDAN (EPP, SL); Dan JØRGENSEN (S&D, DK); Corinne LEPAGE (ALDE, FR) Maria CARVALHO (EPP, PT); Oreste ROSSI (EFD, IT); Konrad SZYMANSKI (ECR, PL); Marita ULVSKOG (S&D, SE); Sabine WILS (GUE/NGL, DE).

00:02:15 SOUNDBITE (English) Christiana FIGUERES, Executive Secretary United Nations Framework Convention on Climate Change: “Excellencies, coming from all corners of the world, you gather today under the Sidra tree. Your unequivocal guidance is needed to transform this symbol of perseverance, solidarity and determination into authoritative action. This will happen only if you work with purposeful perseverance, show true solidarity and demonstrate determination to act with ambition and urgency. Present and future generations are counting on you”. 00:00:48
00:03:03 SOUNDBITE (English) Ban KI-MOON UN Secretary-General “We must ensure that the institutions set up in Cancun and Durban to support mitigation and adaptation by developing countries – including the Green Climate Fund and the Climate Technology Centre and Network – are fully equipped and effective. I expect governments to demonstrate with no ambiguity, that negotiations on a global and legally binding instrument remain on track. Governments need to show how they intend to act on the gap between mitigation pledges and what is required to achieve the 2 degrees target. The gap can be bridged. But time is not on our side”. 00:00:36
00:03:39 SOUNDBITE (Arabic) Statement by H.H. Sheikh Hamad Bin Khalifa Al-Thani Emir of Qatar: “ "The State of Qatar is among the countries that are susceptible to the negative impacts of climate change and needs to work on reducing greenhouse gas emissions. Hence it has paid great attention to the environmental issues and made them one of the mainstays of its National Vision 2030, which states that the environmental development and the economic development are two fundamental goals and it would not be possible to sacrifice one of them for the sake of the other". 00:00:36

00:04:45 SOUNDBITE (English) Matthias GROOTE (S&D, DE) Chairman EP Delegation The first day we have several meetings with NGO’s but also with other parliamentarians from Brazil from Mexico, so we had a really interesting exchange. My feeling is that the conference, or the break or the conference depends on one thing: FINANCING. How we financier climate adaptation , also fight against climate change. This will be one of the key thinks here at the discussions. 00:00:33
00:05:18 SOUNDBITE (English) Matthias GROOTE (S&D, DE) Chairman EP Delegation We have several states in the world, and Doha is one part of the reality, and we have to take it in to account.
