On 4 October 2012, Günther Oettinger, Member of the EC in charge of Energy, gave a press conference in Brussels to present a communication on the risk and safety assessment "stress tests" of nuclear power plants in the European Union.
The standards of safety of nuclear power plants in Europe are generally high but further improvements in the safety features of almost all European nuclear power plants are recommended. Nevertheless national safety authorities came to the conclusion that no closure of nuclear power plants was warranted.
These tests have established that not all safety standards promoted by the International Atomic Energy Agency (IAEA) and not all international best practices are applied in all Member States. The Commission will follow closely the implementation of the recommendations and will at the same time propose legislative measures to further enhance nuclear safety in Europe.

There is no nuclear power plant which must be shut down immediately for safety reasons. However, nearly everywhere, there is a major potential for improvement regarding the state of the heart especially in the wake of Fukushima.

Also the financial implications of it should be provided for. Therefore, liability and risk can be reduced. Adding insurance cost to the full costs of nuclear energy will have to be re-calculated.

||Soundbite by Günther Oettinger (in GERMAN) on the question of Kaliningrad power plant meeting or not EU safety standards, saying that in general, the construction of nuclear power plants just across the EU borders, in Belarus or Russia, which are intended to meet the local standards but also to export electricity, should be relevant.. The question of submitting stress tests to the newly-built plants outside the EU will be on the agenda of EU-Russia energy dialogue in December. The decision as to whether the construction of Kaliningrad power plant will go ahead will be taken by Moscow or Minsk. The EU cannot take that decision to them. It can only tell them that there they are interested in increasing safety standards.
