The European Ministers for Foreign or European Affairs are meeting today in Brussels the Council to discuss a revised negotiating box for the EU's multiannual financial framework 2014-2020.
Ministers will have the opportunity to comment on the latest modifications made by the Cyprus Presidency. This should help bring the negotiations a further step closer to an agreement on the EU budget expected to be reached at a meeting of the European Council on 22-23 November.
The European Commission will present its proposal for a new value added tax (VAT) based own resource.

The size of the next MFF is a problem, as well as the distribution among various headings and policies. There are also disagreements concerning the revenue side. All the questions are less open.
