On 18 September 2012, Siim Kallas, Vice-President of the EC in charge of Transports, attended the opening session of the International Trade Fair for Transport Technology (InnoTrans) 2012, in Berlin. On this occasion he met with Peter Ramsauer, German Federal Minister for Transport, Building and Urban Affairs.
The Trans-European Transport Network (TEN-T) is a major element for economic growth and job creation in Europe because the existence of an integrated, technology-led and user-friendly transport system is regarded as a key factor for the competitiveness of the Union. The TEN-T is essential to facilitate the mobility of persons, goods and services and thus strengthening the internal market and the economic and social cohesion of the Union.
Envisioning such a network, the European Commission's TEN-T programme dedicates financial support towards the realisation of important transport infrastructure projects - in line with the overreaching goal of European competitiveness, job creation and cohesion. The projects represent all transport modes – air, rail, road, and maritime/inland waterway – plus logistics and intelligent transport systems, and involve all EU Member States.
The trans-European Transport Network Executive Agency (TEN-T EA) assures the technical and financial implementation and management of the Trans-European Transport Network programme.

Soundbite by Siim Kallas (in ENGLISH): We need to complete and apply, rapidly, the EU standards (TSIs), using them to move to a single European approval system. It will of course take a great deal of technical work. I believe the solution is to make the European railway agency into a "one stop shop" that can eventually issue single European certificates for safety and authorisation. This must be a European passport to allow rolling stock to move freely in all national rail networks. |

Soundbite by Siim Kallas (in ENGLISH): Today, market access conditions are generally skewed in favour of the existing rail operators, particularly where they also control the railway infrastructure. Domestic passenger rail markets are still often closed to foreign and national competition, whereas rail freight markets have been fully opened to competition since 2007. Since conditions are different across the Member States, I believe the best way forward is a mixture of open access and public service contracts. In other words, competition in and competition for the market. |
