Type: News   Reference: 87941   Duration: 00:03:56  Lieu: Brussels, Belgium - European Parliament
End production: 26/11/2012   First transmission: 27/11/2012
Interviews - François ENGLERT, Professor Emeritus, Université Libre de Bruxelles - Peter HIGGS, Professor Emeritus, University of Edinburgh - Rolf HEUER, Director-General of CERN STOA's mission is to provide European policy-makers with scientific evidence and policy options for introducing or promoting certain new technologies. In theory, collaboration between policy-making and scientists should work well: in fact scientists produce evidence, which policy-makers use for decisions. In return, policy-makers provide scientists with evidence requirements and resources for research. In practice, the status quo is unsatisfactory. This is because scientists and policy-makers have different mentalities and are driven by different objectives.

00:00:05 SOUNDBITE (English): François ENGLERT, Professor Emeritus, Université Libre de Bruxelles : "I think it would be a terrible mistake particularly as I come back to the same question, because it is an essential one to cut for Fundamental Research it would put in jeopardy the future importance in the world of Europe for instance." 00:00:25
00:00:30 SOUNDBITE (English): François ENGLERT, Professor Emeritus, Université Libre de Bruxelles : "It is essential to promote Fundamental Research and it is also essential to give Fundamental Research the wide recognition in all levels of learning everywhere so it should be disseminated to all levels of learning." 00:00:28
00:00:58 SOUNDBITE (English): Peter HIGGS, Professor Emeritus, University of Edinburgh: "I think it is perhaps a matter of the educational system that we have, that most of the people who go into politics don't have very much background in science so they don't really understand how scientific research and technological advances which come out of it work and that makes the difficulty." 00:00:27
00:01:25 SOUNDBITE (English): Peter HIGGS, Professor Emeritus, University of Edinburgh: "The role of scientific advices to government departments is more and more important, because that means that the people in the top places in the political system are getting some genuine scientific advice in a way they didn't in the past." 00:00:22
00:01:47 SOUNDBITE (English): Peter HIGGS, Professor Emeritus, University of Edinburgh: "I think there is certainly still quite a lack of understanding amongst politicians about the time scale involved in scientific projects and the need for maintaining momentum in order to achieve something." 00:00:20
00:02:07 Introduction shots, Rolf HEUER, Director-General of CERN, (5 shots), Geneva, Switzerland (recorded 19/11/2012) 00:00:28
00:02:35 SOUNDBITE (English): Rolf HEUER, Director-General of CERN : "CERN is a prime example of how the situation in Europe has become better at least in the field of particle physics. Through the sustained support from our Member states over now 60 years and only this had allowed a discovery like the 'higgs boson', only through sustained support from the Member states you can make Europe as a better continent for research development and innovation." 00:00:34
00:03:09 SOUNDBITE (English): Rolf HEUER, Director-General of CERN : "Without research you will have a deeper crisis even, so people have to learn that research, this is the one part where you should cut the least, even you should do the contrary." 00:00:16
00:03:25 SOUNDBITE (English): Rolf HEUER, Director-General of CERN : "I think it is a big mistake to try to cut down on science, on research, because both are our future. Science and research also attract young people and young people are our future, I think it is absolutely vital to keep the budget for research and therefore for the future of the young people high enough and do not cut on this budget, this is a message for all the research." 00:00:31
