The Socialists leaders met on Thursday 22 November ahead the European Summit in which EU member states have to decide on the future of the European budget. Two different views are confronted in this summit: "The friends of cohesion" wanting to increase or at least maintain the EU budget, versus "The friends of better spending", willing to make cuts. The EP President Martin SCHULZ calls for maintaining the budgetary framework proposed by the Commission and reminds that whatever agreement will be taken, it needs to be accepted by the EP before being implemented.

||STATEMENT (English) Martin SCHULZ, EP President: "I have some doubts that a compromise is possible today because the last information I got, the intransigent position of Prime Minister Cameron, the position of the UK government "take it or leave it", this is not the beginning of a negotiation, this is more or less a kind of ultimatum, so I think it will be very difficult. But the figures presented by Herman Van Rompuy are figures even below, and for the EP they are totally inacceptable. As far as a compromise will be below the figures of the Commission, there is going to be a no from the EP side".
