Delegation to the Parliamentary Assembly of the Union for the Mediterranean: - chaired by Martin SCHULZ, EP President The Delegation to the "Parliamentary Assembly - Union for the Mediterranean" hold a meeting at the premises of the European Parliament in Strasbourg this Thursday. The meeting was chaired by Martin SCHULZ, EP President, and Co-President in charge of the UFM. President Schulz stressed the need for concrete achievements in order to give real visibility to the UFM. Announced was made of the holding on the 4th to 7th of April 2013 of a major conference in Marseille, European Capital of Culture 2013. The Euro-Mediterranean Parliamentary Assembly (EMPA), established in Naples on 3 December 2003 by decision of the Ministerial Conference of the Euro-Mediterranean Partnership, is the most recent institution of the Barcelona Process. The EMPA opened its proceedings in Vouliagmeni (Athens) on 22 and 23 March 2004. Its first Bureau comprises the Presidents of the Egyptian People's Assembly, the European Parliament (EP), the Tunisian Chamber of Deputies and the Greek Parliament. The EMPA is the Barcelona Process's parliamentary institution and plays a consultative role. It provides parliamentary impetus, input and support for the consolidation and development of the Euro-Mediterranean Partnership. It expresses its views on all issues relating to the Partnership, including the implementation of the association agreements. It adopts resolutions or recommendations, which are not legally binding, addressed to the Euro-Mediterranean Conference.

So what we've been focusing on ? We decided that there would be a solar project, a solar programme for the Mediterranean - you remember we talked about this in the working group. But there is also a TransMaghreb motorway, a desalination plant in Gaza, a Euromed University in Fez and a Youth for the Mediterranean Programme. You know these Youth Programmes with exchanges between countries of the European Union ? We are thinking of organizing a Youth Programme for exchanges between countries from the two sides of the Mediterranean. And finally there is the Med for Jobs Initiative, which is an initiative for the creation of employment for young people." 00:01:14

A regional challenge requires a regional response. Over a period of two years you could see that there is a new regional dynamism taking place, there are true challenges issues related to security, specially when you're travelling, just think of the borders between Algeria and Libya, or Sinaï nowadays. But there are also socio-economical challenges. Every year, the Mediterranean area is in need of a creation of 5 millions employments so to absorb the demographic growth of Southern countries, and we are very far from it, unfortunately. So in order to bring a solution to these problems we need everybody's help, we need regional and sub-regional solutions. Practically this means that the European Union needs competent interlocutors, competent local partners, able to inform us. So far, these regional partners, for different reasons weren't able to do so. Today, our ambition within UfM is to achieve this goal and to make sure that this interlocutors are efficient but, moreover, that they can work together." 00:01:21
