The Deepwater Horizon oil spill in the Gulf of Mexico and more recently the gas leak from the Elgin oil and gas platform in the North Sea, have brought into sharp focus the need to tackle issues surrounding the safety of offshore oil and gas installations and to ensure the protection of the EU's marine environment in the event of major accidents. EP Rapporteur Justas Vincas PALECKIS (S&D, LT), believes that the proposal should more clearly require operators to put in place the financial guarantees necessary to cover the costs of clean up and compensation in the event of a major accident. Justas Vincas PALECKIS (S&D, LT), also believes that this is in line with a key principle of EU environmental-legislation - that the polluter should pay
