The revenue and the expenditure side of the EU Budget were under discussion in the Multiannual Financial Framework conference today. The future scope and impact of EU policies will largely depend on the shape of the MFF aims and decisions: the economic growth, the foundation of jobs and the cohesion's politics are on the table.
The aim of the conference is to deepen the discussion between the key actors involved in the process of finalising the next financial framework and EU own resources. The first MFF-conference which was held in October 2011, was devoted to exchanging views with businesses, NGOs, independent analysts and other stakeholders. This time the Presidents of the European Parliament, the European Commission and in the representation of the Danish Presidency the Danish Prime Minister shared their views on the future of the MFF and Own Resources.

||SOUNDBITE (French) Alain LAMASSOURE (EPP, FR) Chairman of the budgets Committee, "The current system of own resources in the European budget which goes back 28 years is out of step with what we need . No doubt it needs to be rebuilt. Many talked about fiscal sovereignty of Member States and that is not been questioned or challenged."
||SOUNDBITE (French) Alain LAMASSOURE (EPP, FR) Chairman of the budgets Committee, "If we can agree on new own resources to fund the EU budget than all of that new resources will be reducing national expenditure either directly, for example, the tax on financial transaction which will be kept by member states or two third would go into the EU budget under Commission proposals and that will all be deducted from the national contributions from Member States."
||SOUNDBITE (French) Alain LAMASSOURE (EPP, FR) Chairman of the budgets Committee," Finally we need flexibility. We have the advantage of having an annual budget now over seven years and the danger is that there are going to be rigidities over 7 years ."
||SOUNDBITE (French) Alain LAMASSOURE (EPP, FR) Chairman of the budgets Committee,"...Dairy producers lost 30% of their income. We were not able to step in and respond quickly. When African peasants were affected by big increase ion the cost for seeds and fertilizers , President Barroso , very generously suggested a billion given to them but it took a couple of years and several harvests before they got benefits. we must much more flexibility
||SOUNDBITE ( English) Maros SEFCOVIC, Vice President European Commission, "We all know that the negotiations which will be ahead of us will not be easy. It will be no plane sailing."
||SOUNDBITE ( English) Maros SEFCOVIC, Vice President European Commission, " We cannot ignore the current economic and financial situation. I think that this is the more reason to ensure the next EU financial framework is able to deliver and support our commonly agreed policies by directing the necessary investments into the right places."
||SOUNDBITE ( English) Maros SEFCOVIC, Vice President European Commission, " I think that we can state that there was clear consensus that the EU budget is an instrument for growth , for competitiveness and this is the budget which can help us to create new jobs".
||SOUNDBITE ( English) Maros SEFCOVIC, Vice President European Commission, "The Cohesion would remain an important tool for overcoming the divergences among our Member states also in the coming period ".
||SOUNDBITE ( English) Maros SEFCOVIC, Vice President European Commission "The EU budget is more than figures. It is a way to determine the level of ambition, it clearly signals what kind of EU we want to build for the future and I think that this question is relevant when we are discussing the future of the EU at a moment of crisis."
||SOUNDBITE ( English) Maros SEFCOVIC, Vice President European Commission "I think that our ultimate goal should be to reach agreement by the end of this year in order to ensure that 2014 annual budget is prepared in time and that the relevant programmes and instruments are operational from day 1.I think that we need to do our best to achieve this goal because the EU needs good news".
||SOUNDBITE (English ) Nicolai WAMMEN, Danish Presidency, Minister for European Affairs "Some countries would like for the budget to stay the way it is , or to be increased. other would like a decrease in the budget. Some Member States would prefer that we'd put a lot of attention to the CAP, other to the cohesion policy., but what unites us in this room whether we come from the EP, the Commission the Council, or member states' parliaments is a very clear obligation to set out the course for the EU budget in the coming years, and thereby setting the direction as to where we want the EU to go."
||SOUNDBITE (English ) Nicolai WAMMEN, Danish Presidency, Minister for European Affairs "Right now there are 23 million people unemployed in our EU and we have millions of young people looking towards us today asking for solutions, asking for concrete response and Ladies and gentlemen, no matter what responsibilities we have , we share that obligation ."
