On 8 September 2011, after receiving the degree of Doctor of Laws Honoris Causa from the Auckland University from the hands of Roger France, Chancellor of the University of Auckland, José Manuel Barroso, President of the EC, gave a lecture entitled "The EU – a committed partner for New Zealand and the Pacific. He stated his intention of ensuring the European Union steps up its bilateral relationship with New Zealand when the current Joint Declaration came under review in 2012, and his belief that the EU and Pacific nations would enjoy increasingly deep relationships in coming years. He also addressed and took questions from a large audience at the New Zealand-Europe Business Council in Auckland. He congratulated New Zealanders for being "egalitarian, environmental and entrepreneurial" and expressed admiration for New Zealand's competitiveness and successful green growth. He also met with Michael Cunningham, Chargé d'Affaires of the Delegation of the European Union to New Zealand, Len Brown, Mayor of Auckland, David Daly, Head of the Delegation of the European Union to Australia and to New Zealand, Georgina te Heuheu, New Zealander Minister for Courts, Pacific Island Affairs, and Disarmament and Arms Control, and Peter Kiely, President of the New Zealand-Europe Business Council.
