On 25 March 2010, José Manuel Barroso, President of the EC, Herman Van Rompuy, President of the European Council and José Luis Rodriguez Zapatero, Spanish Prime Minister, met prior to the Tripartite Social Summit for Growth and Employment, which meets at least once a year, before the spring European Council, and institutionalizes the informal summits held since December 2000. It consists of the Council Presidency and the two subsequent Presidencies, the Commission and the social partners, represented at the highest level. Its objective is to ensure the effective participation of the social partners in implementing the EU's economic and social policies. The Tripartite Social Summit focused on the Europe 2020 strategy and on Europe's exit of the current economic and financial crisis. The Summit demonstrated the broad consensus on the need to combine an exit strategy with a structural reform agenda.
