On 22/03/2010, after the morning meeting of the Council on Foreign Relations and a joint meeting with the General Affairs Council members, this afternoon, the ministers of Foreign Affairs are preparing for the European Council meeting of Thursday 25 and Friday 26 March. Discussions by the Heads of State and Government focused primarily on the “Europe 2020” Strategy for sustainable growth and employment over the next decade and the position to be adopted at the November summit meeting in Cancun to bring about global CO2 emissions cuts.
The European leaders also discussed the economic situation in Greece and the preparatory work done by the European Commission to set up a European mechanism to help the Greek authorities.
They also discussed this issue if it is considered necessary by Herman Van Rompuy, President of the European Council, but was not included in the preliminary work being done by the ministers. The meeting of the European diplomatic heads ended with a working dinner with Herman Van Rompuy.

They confirm the engagements of the EU related to the reduction of its emissions but also the financial engagements through the fast track and also others that the EU announced before.
||SOUNDBITE (in SPANISH) by Miguel Ángel Moratinos, saying that the new Strategy will be based on two pillars, a thematic approach which will bring in priorities, in new objectives, and then national reports, which will help the member states to develop their own strategies so that they can have sustainable public finances, and sustainable levels of economic growth. Integrated guidelines will be adopted, to make sure that the objectives and the priorities of the EU are appropriately adopted. Now specifically recommendations to the member states including even warnings if the member states don't respond adequately; so they need efficient supervision mechanisms in place to make sure that they have this necessary level of economic governance in the EU. And the other questions that they want to include in the 2020 Strategy is to make sure that the Stability and Growth Pact surveillance and guidelines are brought together.
||SOUNDBITE (in ENGLISH) by Maroš Šefčovič, Vice-President designate of the EC in charge of Inter-Institutional Relations and Administration: We believe that if we agree upon these targets, if we manage to get to the good discussions among the member states on the concrete national targets, we would ensure strong ordnership on this process on the European level but what is very important also on the national level, we are sure that we are on the right track to preserve the European social model, to preserve the competitiveness of Europe in the horizon of 2020.
||SOUNDBITE (in SPANISH) by Miguel Ángel Moratinos (on Middle East), saying that obviously they defend the idea of the creation of the Palestinian State but they also quite clearly do say that this has to be a combination of negotiation. They also think it is urgent to bring up the solution of the Palestinian State. If they do make progress on the next few months in these negotiations, there would lead to stability in the region. If they do not make any progress in the two states solution, which the idea shared by all, all the efforts would be for nothing.
