On 24 March 2010, Maroš Šefčovič, Vice-President of the EC in charge of Inter-Institutional Relations and Administration, and Diego López Garrido, Spanish Secretary of State for European Affairs, took part in a plenary session of the EP, in Brussels. They discussed about the European Citizens Initiative based on Article 11(4) of the Treaty on EU.

||Soundbite by Diego López Garrido, Spanish Secretary of State for European Affairs on behalf of the Spanish Presidency (in SPANISH) asking to the European Parliament to push this proposal forward, and to speed the process; he says that there is broad consensus for the proposal, this is one of the most inspiring ideas and the citizens are expecting it.
||Soundbite by Maroš Šefčovič, Vice-President of the EC in charge of Inter-Institutional Relations and Administration (in ENGLISH): the instrument we are going to put in place will really change the way in which we do politics in the European Union; because the construction of the European Union was based on the representative Democracy, and I think this is very well reflected also in the Lisbon Treaty, where it is clear that the European Parliaments powers are very much strengthening, then we are going to include the national Parliaments more into the European legislative process
The citizens are very much interested in having this initiative in place as soon as possible, they would like to have it as 'user friendly' as possible, they would like to have it simple, straight forward, understandable and most of all accessible.
Thanks to the constructive approach of all European Institutions, we will have this new instrument in place well before the first anniversary of the Lisbon Treaty (4 shots)
