On 25 March 2010, Herman Van Rompuy, President of the European Council, José Luis Rodriguez Zapatero, Spanish Prime Minister, Miguel Ángel Moratinos, Spanish Minister for Foreign Affairs and Cooperation, and Diego López Garrido, Spanish Secretary of State for European Affairs, met prior to the Tripartite Social Summit for Growth and Employment, which meets at least once a year, before the spring European Council, and institutionalises the informal summits held since December 2000. It consists of the Council Presidency and the two subsequent Presidencies, the European Commission and the social partners, represented at the highest level. Its objective is to ensure the effective participation of the social partners in implementing the EU's economic and social policies.
