The EU Environment Council met in Brussels on 2 March 2009. Martin Bursík, Czech Deputy Prime Minister and Minister for Environment and President in office of the Council, chaired the meeting. The most important points on the agenda were the state of affairs regarding the negotiations of the new climate agreement and a political debate on control of industrial emissions (IPPC). The Ministers primarily discussed the Commission Communication on the Copenhagen Summit, submitted by the Commission on 28 January 2009. In this document, the Commission presents its proposal for the EU position towards the distribution of commitments to bring down greenhouse gas emissions between industrialised and less-developed countries and regions as well as how to finance adaptation measures, especially in poor less-developed countries. The Council conclusions will serve as basis for the Spring European Council on 19 and 20 March 2009 in Brussels. Ministers also held a political debate on the draft revision of the Directive on Industrial Emissions (IPPC), which includes improving the efficiency of using BREFs (BAT reference documents) as well as broadening the scope of the Directive to new industrial sectors. The ban on cultivation of genetically modified maize in Hungary and in Austria was an issue of the Environment Council meeting as well. Ministers also discussed the EU position at the upcoming meetings of the International Whaling Commission (IWC). The Czech Republic, in its capacity as country holding the EU Presidency, informed the EU Environment Council about the 25th session of the Governing Council of the United Nations Environment Programme (UNEP) and the 10th Global Ministerial Environment Forum held in Nairobi on 16-20 February 2009, as well as about the consequences of the economic crisis hitting the market for recyclable materials.
