The EU Ministers for Foreign Affairs gathered in Brussels on 23 and 24 February 2009 for a meeting of the General Affairs and External Relations Council (GAERC). On 23 February, Karel Schwarzenberg, Czech Minister for Foreign Affairs and President in office of the Council, chaired the meeting of the EU External Relations Council. Among other issues, the meeting addressed the Middle-East peace process, Afghanistan, the Western Balkans and the Eastern Partnership. The Czech Presidency presented an outline of the agenda for the March European Council. The intention is to have a debate on the economic and financial situation, energy and climate change and on external relations. As to the Recovery Plan, the Council assessed the revised list of projects proposed by the European Commission and discussed financing possibilities. In the Presidency's view, reaching an agreement on the 5 bn package is crucial. The Council also briefly touched upon the agenda for the informal summit to be held in Brussels on 1 March 2009.
