To mark the European Day of People with Disabilities, the European Commission organises a policy conference in the first week of December each year, in close cooperation with the European Disability Forum (EDF). The 2008 conference took place in Brussels on 1 and 2 December 2008 under the title "Acting locally for a society for all". The conference focused on how EU action reaches the local level and provided an opportunity to discuss the European Commission's proposal for legislation to combat discrimination in access to goods and services, social protection and social advantages, education and health care. The event focused also on the UN Convention on the Rights of People with Disabilities, which entered into force in May 2008, but it is at local level that most of the provisions will have to be implemented. Vladimír Špidla, Member of the EC in charge of Employment, Social Affairs and Equal Opportunities, took part in the event.
