Colin Smith, Head of the EU Police Mission for the Palestinian Territories (EUPOL COPPS), holds a press conference on the term of its mission foreseen on 31 December. The operational phase of EUPOL COPPS started on 1 January 2006. It had a long term reform focus and provided enhanced support to the Palestinian Authority in establishing sustainable and effective policing arrangements under Palestinian ownership. The European Council began work with a view to extending the mission mandate by 2 years, until 31 December 2010, without prejudice to a possible expansion of the mandate in the light of the evaluations to be carried out at the beginning of 2009.

00:00:15 SOUNDBITE (English) by Colin Smith: The other area we concentrated on was public order training because Palestine is a volatile area; how police deal with peaceful demonstration to hostile demonstration, defines the police force; it is where the media watches the police in action; the police need to be seen as a democratic accountable force; much of our training over the last 18 months, a 1,000 Palestinian police, special police are now trained to public order; that is the minimum use of force right with arrest techniques; a 1,000 of those are trained and being equipped by the European Commission, other Member States and other internationals. 00:00:54

00:01:14 SOUNDBITE (English) by Colin Smith: The international community has invested quite heavily in terms of training the judges and prosecutors but there are bits that aren't working; the role of the team, and they will produce an assessment in early January, is to find out what are these bits that aren't working; to me it is probably about administration. 00:00:17

00:01:37 SOUNDBITE (English) by Colin Smith: They need to have the ability to do forensic, blood DNA, finger prints so they can not only prove people guilty but they can actually eliminate the innocents; they have got to develop links with the community, one of the key issues that general Atar is aware of; they have got to build community ties with their own community. 00:00:28

00:02:11 SOUNDBITE (English) by Colin Smith: The Palestinian police has proved to be impartial; under the 18 months of the Hamas government there were not mass arrests of Fatah; they face the challenges that any European police force challenges but in a more hostile environment. 00:00:28
