The Ministers for Agriculture from the 27 Member States of the European Union met on 18 and 19 November 2008 in Brussels. They were due to conclude the 'health check' of the common agricultural policy (CAP) and reach agreement on the proposal on the free distribution of fruit and vegetables in schools. Planned since the last reform of the CAP in 2003, the meeting was a mid-term review of the functioning of the CAP aimed at modernizing the legislative and regulatory instruments to adapt them to the new agricultural issues (market volatility, crises, energy challenges, etc.). The Commission proposal includes measures to gradually increase milk quotas before they are phased out entirely in 2015. It also involves reducing direct payments to farmers, so that more EU money can be spent on rural development. Ministers were also expected to reach agreement on the proposal on the free distribution of fruit and vegetables in schools.
