A meeting of the Peace Implementation Council (PIC) took place on 19-20 November 2008 in Brussels. The different countries involved in the peace strategy for Bosnia and Herzegovina debated the future role of the international presence there. The PIC could decide to close the so-called OHR (Office of the High Representative), whose role might be taken by a reinforced EU Special Representative (EUSR). The timing when the OHR can be closed is uncertain and will depend on when they will finish the tasks they were assigned with. Among these tasks are the regulation of the State property, the status of the Brcko district and the normalisation of the political atmosphere. In any case, decisions might be postponed until the next PIC meeting in February 2009, due to the change of the US government. However, the current political crisis in Bosnia and Herzegovina might push the PIC to take a decision to reinforce the international community's role in the country. Independently from the EU taking its reinforced role for the EUSR soon or not, Javier Solana, Secretary General of the Council of the EU and High Representative for CFSP, said that they would already plan this role in order to be ready whenever it is necessary.
