Louis Michel, Member of the EC in charge of Development and Humanitarian Aid, visited Cuba on 23 and 24 October 2008 to restart talks and cooperation after Europe lifted its last remaining sanctions on the island nation. Louis Michel met with Felipe Pérez Roque, Cuban Minister for Foreign Affairs. Both parties declared that relations were once again on track. Felipe Pérez Roque had recently returned from Europe, where he had met with Louis Michel and the French and Czech Ministers for Foreign Affairs.
Cuba's Ministry for Foreign Affairs said that Louis Michel's visit was made possible by the EU's June decision to eliminate the last remaining diplomatic sanctions imposed after a 2003 crackdown on dissidents.
