The XIIe 'Sommet de la Francophonie' was held in Québec City, Canada, from 17 to 19 October 2008.
The 'Sommet de la Francophonie' is the Conference of Heads of State and Government of countries using French as a common language and is held every two years. Four key missions have been identified by the 'Sommet de la Francophonie': promoting the French language and cultural and linguistic diversity; promoting peace, democracy and human rights; supporting education, training, higher education and research; and promoting cooperation to ensure sustainable development and solidarity. Special attention is given to youth and women, and to access to information and communication technologies.
Only the original language version is authentic and it prevails in the event of its differing from the translated versions.

||José Manuel Barroso, President of the EC, (in FRENCH) saying that everyone knows that the world is now focused on the financial crisis, and rightly so; everyone must assume its responsibilities and the EU is doing so in a determined way; the EU, under the French Presidency of the Council and under the direction and leadership of Nicolas Sarkozy, President of the French Republic and President in office of the Council of the EU, is giving an answer for Europeans but is also offering the world a solution;
saying that another crisis, less dramatic perhaps in terms of media attention, but infinitely more serious, is affecting the developing world;
saying that the EU and the Francophonie must remain united around a language, around a culture, the culture of political responsibility, the culture that does not accept the fate;
