The Committee on Foreign Affairs of the European Parliament adopted a report drafted by Doris Pack, Member of the EP, and unanimously recommended that Parliament give its assent to the proposal for a Council and Commission decision on the conclusion of the Stabilisation and Association Agreement between the European Communities and their Member States, of the one part, and Bosnia and Herzegovina, of the other part.

|| Doris Pack, Member of the EP, (in GERMAN) saying that only a stable Bosnia and Herzegovina can enter the EU; whoever undermines that will not help the situation; so she will call on all people who hold mandates in that region to assume that responsibilities and to focus on the welfare of their citizens;
saying that around 167 Ministers take so much of the budget of the State; all the different population are played off against each others in a tried and trusted manner; this simply leads to distrust, division of ethnic lines has even gotten worst;
saying that steps which have been undertaken by the EU have not been successful enough; people who want to go back to their original places, their residences, need to be able to do that; there is a lack of press freedom, a lack of NGO's and freedom of NGO's, a lot of people have simply lost faith in the whole country;
|| Jean-Pierre Jouyet, French Minister of State with responsibility for European Affairs and President in office of the Council, (in FRENCH) saying that it is very important that the dynamic of reforms on the rule of law, respect of democratic rules, everything that has to do with the police reform, all of this has to move much faster; they shouldn't be coming and telling that there are splits between political leaders, or gaps between them and public opinion, as every public opinion shows that the EU aspiration of the people of Bosnia and Herzegovina is extremely strong
|| Olli Rehn, Member of the EC in charge of Enlargement, (in ENGLISH) saying that this consensus has since collapsed and reforms are put on hold; nationalist rhetoric in the local elections of October was one factor in this deterioration; yet, the country's political problems run much deeper; the lack of a common vision among the country's leaders about its future and the absence of consensus on EU reforms harm seriously its European prospects

|| Libor Rouček , Member of the EP, (in CZECH) saying that as Bosnia and Herzegovina moves closer to the EU, its economic performances need to improve and here the two entities have a role to play in order to create a functioning single market in the whole of Bosnia and Herzegovina; were the country to seek membership of the single EU market in a situation where its own market is fragmented that would clearly be illogical and unacceptable
|| Jules Maaten, Member of the EP, (in DUTCH) saying that as far as the rule of law and government are concerned, a great deal needs to be done; it is important to track down war criminals and to fight corruption and also to fight international crime; above all, concerning internal structures, bureaucracy, internal administration, something really must be done
|| Gisela Kallenbach, Member of the EP, (in GERMAN) saying that this resolution will send a strong message out to people; it is very much in favour of continuing the process of integration into the EU, and clear recognition of the progress achieved so far, but a clear no to nationalist and separatist trends which is used by officials to defend their jobs and harmful to the people
